Howard Fogg was born on April 7, 1917 in Brooklyn, NY and graduated from Chicago Academy of Fine Arts studying cartooning. In 1939 he began working for a railroad company as a clerk, in 1941 Baldwin Locomotive Works hired Fogg as an apprentice engineer, and in 1946 American Locomotive Company (later known as ALCO) hired Fogg as company artist to promote diesel power railcars.
